Following flooding incidents across the country, veteran actor John Arcilla has joined the growing call to pass the Citizen Access and Disclosure of Expenditures for National Accountability (CADENA) Act.
On his Facebook page, Arcilla, best known for his role in the film "Heneral Luna," shared a post by Jaycon Verallo encouraging other content creators to support Sen. Bam Aquino's proposed measure.
“Calling all Content Creator na paingayin ang panukalang batas ni Bam Aquino ang ‘CADENA ACT,’” Verallo wrote.
“Walang kulay ang batas na ito. Dahil lahat ng Senador pabor dito. Kahit dito man lang [ay] magkaisa tayo,” he added.
Sen. Aquino's Senate Bill No. 1506 was approved on third and final reading in the Senate on December 15, 2025, by a vote of 17 to 0, with no senator voting against or abstaining. However, the bill has yet to advance in the House of Representatives.
Arcilla has previously voiced support for the Blockchain the Budget Bill, a proposal put forth by Sen. Aquino.
“Ang panukalang ito ay hindi si Senator Bam Aquino ang makikinabang kundi ang Mamamayang Pilipino. Mabuhay po kayo Senator,” Arcilla said in a Facebook post.
The award-winning actor emphasized that incorporating blockchain technology into government budgeting would increase transparency and accountability in the use of public funds.
The CADENA Act would require all government agencies to upload and regularly update detailed budget-related documents, such as contracts, project costs, bills of materials, and procurement records, on a Digital Budget Platform.
The system's goal is to make all files publicly accessible, protected from unauthorized changes, traceable, open source, and verifiable.
Several artists, musicians, and influencers have previously expressed their support for the CADENA Act, including veteran actor Edu Manzano, Cinemalaya Best Actress Pokwang, radio host DJ JhaiHo, digital creator Aviona Starr, content creator Lexi Mercader, and vlogger Kimifierce.
Meanwhile, Rivermaya frontman and drummer Mark Escueta, theater actor Phi Palmos, former Pinoy Big Brother (PBB) housemate Justin Dizon, comedienne and actress Inah Evans, influencer Andrea Guevarra, athlete and entrepreneur Enzo Bonoan, Moy Ortiz of The Company, singer Cooky Chua, host Mela Habijan, and musician Aiman Borres shared and liked Sen. Aquino’s post emphasizing the importance of the CADENA Act in combating corruption and promoting transparency in government.
