MANILA -- Over 100 former informal settler families in Caloocan were given land titles by the government under the Community Mortgage Program (CMP) of the Social Housing Finance Corporation (SHFC).
President Ferdinand Marcos, Jr. congratulated the families for now having their own homes, as he also vowed to expand housing programs for all Filipinos.
“Napakalaking bagay para sa isang pamilya lalo na merong ligtas, may tiyak na tahanan ang ating mga kababayan, may hawak na titulo para sa kanilang mga pag-aari,” said the president.

SHFC President and CEO Federico Laxa said the CMP, which started in 1988, is one of the modalities under the government’s Expanded Pambansang Pabahay para sa Pilipino (4PH) Program.
CMP specifically focuses on affordable financing to organized community associations for land acquisition and related housing needs.
“Mga informal settlers sila for a while, pero ngayon homeowners na sila lahat,” Laxa said.
He added, “Pinopondohan natin o binibigyan natin ng loans yung mga community associations para mabili nila ang pang kinatatayuan ng kanilang mga bahay na hindi naman sa kanila.”
Laxa said the program aims to help informal settler communities pay for the land they are residing on. It also helps develop the community by helping with the drainage system or roads.
This means the community does not need to be moved to another location. He added this also helps the landowner because now they can now receive payment for selling the land.
“Anytime pwede sila mapa-alis. Ngayon tinutulungan natin sila para mabili nila ang lupa doon sa landowners,” he added.
The latest batch of 110 beneficiaries came from the Llano Homeowners Association Federation in Caloocan. Laxa said they have also awarded land titles to several families in various provinces in recent months. Since its inception, CMP has helped over 301,000 families get security of tenure and live in better communities.
